CMX v4 Extra web files

From Cumulus MX version 3 build 3044 the development baton passed to Mark Crossley. Mark has been responsible for all the Builds since, and has recently released Cumulus MX version 4. He has made the code available on GitHub. It is Mark's hope that others will join in this development, but at the very least he welcomes your ideas for future developments (see Cumulus MX Development suggestions).

Hi Mark,
I really like
Add Enable option to Extra Web Files so you can now save entries but not have them active
As sometimes my PHP Upload doesn't work due to webhost or ISP issue so I have duplicated my Extra web files. One set with the Destination filename with leading public_html/cumulusmx4 when PHP upload is not active and the other without when PHP upload is enabled, so easy to untick one set and tick the other rather than retype the remote path. But unfortunately I still have to do the NOAA and Moon upload setting change manually. Fingers crossed, as my webhost and ISP issue hasn't happened for a few weeks now :)

Thanks Paul, me too, I have lots set up for testing various things, and it was a pain to have to remove paths and add them back in. So, a selfish motivation, but one I think is useful.
