Trigger it with either rain rate, or time of last bucket tip. Use the average wind to set the 'angle'.

Would anyone know where to start creating a dynamic background?
i.e One that changes depending if it's night, day, frosty, rainy - for example?
The basis is that you would need a small library of background images and a script chooses which one to insert into the template depending on the current conditions.
Could that be done?
