go to:

Settings->Internet Settings ->Interval Configuration ->Real Time Settings

Enable Real Time and the realtime.txt file for the method you are using.

Of course as soon as i posted this i found the reason - the update unticked generation of the file. Sorry about the noise.

I updated to Cumulus MX 3.19.1 b3194 today from 3.0.82 - I had fallen badly behind. Everything seemed to go well - but a program I have that scrapes realtime.txt kept showing the same values and i have determined that the file is no longer being updated.
